The Clean Air Act amendments of 1990 required the USEPA to develop and implement a risk management program for the prevention of accidental releases of toxic and flammable chemicals from facilities. Facilities with processes subject to the regulation were required to analyze and quantify potential off-site impacts and develop a facility-specific risk management plan by June 21, 1999, or prior to the date a new process becomes operational.
