Dvirka and Bartilucci Consulting Engineers (D&B) has extensive experience in the assessment and remediation of contaminated properties as a result of having successfully completed over 70 Superfund projects, as well as numerous projects at nonregistry sites. These projects include preliminary site assessments, remedial investigation/feasibility studies, remedial design, and remedial construction supervision.

D&B has a wide range of experience in investigation techniques, including nonintrusive screening surveys, and standard subsurface exploratory methods. D&B also has a thorough knowledge of remedial technologies, having conducted treatability studies and pilot tests involving the evaluation of many different technologies. D&B has prepared engineering designs for a wide array of remedial measures, including removal, treatment and containment, and has provided construction supervision for the implementation of these measures.

With regard to the engineering of remedial plans for contaminated sites, D&B has developed a number of plans that have integrated remediation with site development and improvement, and have resulted in little or no cost for remediation. These plans have been prepared for both active sites which have enhanced facility operation, and for inactive sites which have allowed the redevelopment of contaminated properties.

Examples of these projects include the consolidation and isolation of contaminated soil with an asphaltic surface providing the need for additional parking area and facility access at an active rail car maintenance and fabrication plant in Elmira, New York, and the recycling of contaminated soil at a former tool machining and metal plating facility as aggregate in the on-site manufacturing of asphalt for roadways and parking areas for a new retail shopping center in Somerville, Massachusets.

Recently, D&B has developed a remediation plan for a 113-acre former dredge spoil disposal site, and a municipal and industrial landfill in Buffalo, New York, These plans provided a matrix of remediation measures based on potential uses of the site, including residential, recreational, commercial and light industrial development. With this innovative and flexible approach, the site was open for a wide array of development options, and not restricted because of the selection of a single remediation approach.

D&B has a thorough knowledge and understanding of the Brownfield program and the Risk-Based Corrective Action (RBCA) approach for investigation and remediation of contaminated sites. Staff have served as members of the Working Committee in the development of the New York State Voluntary Cleanup Program, on the New York State Business Council Remediation Subcommittee to develop Brownfields legislation in New York State, and on the Mayor’s Task Force to develop a Brownfields Program for New York City. Staff also are experienced in other states’ programs to redevelop contaminated properties, such as the Massachusetts Contingency Plan and Connecticut Remediation Standards Regulations.

Currently, as part of a waterfront revitalization program for the City of Glen Cove, New York, D&B is involved in the development and implementation of a remediation plan for a former landfill and dredge spoil disposal site that includes planned construction of a conference center, retail shopping area, ferry terminal, and passive recreational facilities on the site.
