Over the last 27 years, Dvirka and Bartilucci Consulting Engineers (D&B) has established itself as a premier independent consulting engineering firm in the highly specialized area of energy recovery facilities, including refuse derived fuel and mass burn systems. D&B has served as an engineering consultant on over 40 projects ranging in size from 12 to 3,000 tons per day. More than half of these assignments involved the rehabilitation and upgrading of existing facilities. D&B has hands-on experience with all of the commercially available refuse processing/fuel preparation systems, stokers, furnaces and boilers in operation today.

Each of D&B’s assignments has included in-depth feasibility studies addressing the key elements of successful projects. Topics that were covered include: waste stream quantity and characteristics, recycling and waste reduction projections, flow control, site development, site access and traffic, technology assessment, permitting requirements, potential energy markets and sales agreements, financeability, and project development schedule. These studies have been utilized by each of the parties essential to the successful development of an energy recovery facility project, including permitting agencies, bidders and contractors, attorneys, investment bankers, electric utilities, the general public and D& B’s own clients. The aspect of D&B’s capabilities has been credited on numerous occasions as part of the firm’s record of making projects happen where others have been unsuccessful.

D&B’s record of success includes its work in preparing all of the environmental impact statements, stack emissions dispersions analyses, health risk assessments, and permit applications necessary to obtain authorization to construct and operate. D&B has been in the forefront of combustion system and air pollution control advancements. These have been necessary to ensure that facilities do not pose unacceptable health or environmental impairment risks.

Following the successful development of facilities by D&B’s clients, there has been an emergence of the need for operation and maintenance reviews. D&B has been engaged by several clients to conduct such reviews, either on a continuous basis as part of contractor performance monitoring, or on a special assignment basis in response to changes in regulations, or contractor proposals for facility modifications. In addition, D&B has been asked to conduct “troubleshooting” analyses and to propose design or contractual solutions at facilities, where D&B has not been employed previously, after major operations problems or failures occurred.

D&B possesses the in-house capability to either design an energy recovery facility from the ground up, or to procure a full-service contractor to design, build and operate. In both instances, D&B has provided final design review, construction management and acceptance testing monitoring services to its clients.
