Dvirka and Bartilucci Consulting Engineers (D&B) provides a full range of engineering, scientific and technical services in support of the preparation of Environmental Impact Statements (EISs) and Environmental Assessment Statements (EASs). The firm can perform all the environmental analyses required by federal, state and local governmental authorities under various environmental review processes including the National Environmental Policy Act (NEPA), the New York State Environmental Quality Review Act (SEQRA), and the New York City Environmental Quality Review Act (CEQRA).

D&B’s staff of biologists, chemists and environmental scientists can evaluate the potential environmental impacts of a proposed project and identify and incorporate into the project the necessary mitigation measures needed to facilitate project acceptance. Typical elements addressed as part of EASs and EISs prepared by D&B include:

  • Air and Water Quality Analysis and Wetlands Assessments
  • Air Dispersion Modeling
  • Geologic and Hydrogeologic Investigations
  • Health Assessments
  • Visual Impacts
  • Land Use and Zoning Impacts
  • Noise Surveys
  • Traffic Analyses
  • Opinion Surveys
  • Cultural, Historical and Archeological Assessments
  • Alternative Evaluations
  • Cost Analyses
  • Identification of Mitigation Measures

D&B also can assist in or prepare the necessary NEPA, SEQRA or CEQRA forms, notices and supporting documentation and complete the necessary “filings” of materials and documents related to the EAS/EIS process.

D&B has worked with a variety of governmental agencies, interested parties and special interest groups, as well as numerous citizen advisory committees, science advisory committees and task forces. Public participation activities that D&B has undertaken during an EAS/EIS process include:
