Dvirka and Bartilucci Consulting Engineers (D&B) has successfully completed numerous environmental quality reviews for a wide range of comprehensive planning and construction projects. Consulting services provided by D&B include planning, coordination and performance of environmental reviews which are related to the process established in the New York State Environmental Quality Review Act (SEQRA), and the revised implementing regulations in 6 NYCRR Part 617 (adopted September 20, 1995 and effective January 1, 1996).

D&B also provided consulting services for environmental quality review procedures adopted by local counties, towns, and villages, which are generally aimed at supplementing the statewide process. D&B also is familiar with the federal (USEPA) environmental quality review procedures and has completed environmental quality reviews in New Jersey, Connecticut and Wisconsin.

D&B’s consulting services for environmental reviews include the preparation of the necessary documentation for establishing the appropriate lead agency. D&B also has completed environmental assessment forms (EAF) and supporting documentation, and associated determinations of significance (positive or negative declarations).

D&B has coordinated numerous public scoping meetings which enable the lead agency, involved agencies, interested parties and the public to identify key issues to be addressed in the environmental review process.

D&B performs all required environmental evaluations necessary to prepare a draft environmental impact statement (DEIS). DEISs prepared by D&B include detailed descriptions of the environmental baseline of the project area; potential environmental impacts; mitigation measures for unavoidable adverse impacts; and extensive evaluations of project alternatives. DEISs have been prepared by D&B for projects up to $250,000,000 in construction costs.

D&B has also coordinated the public review and comment period (including formal public hearings) which provide interested parties and the public an opportunity to comment on the DEIS. Responses to comments are prepared by D&B and incorporated into the final environmental impact statement (FEIS).

As a follow-up to issuance and filing of the DEIS, and its acceptance by the lead agency, D&B has also prepared and filed SEQRA Findings Statements, and other necessary supporting documentation, which officially concludes the environmental review process.
