| What is CMOM? USEPA is proposing regulations to reduce the estimated 40,000 sanitary sewer overflows (SSOs) each year through capacity assurance, management, operation and maintenance programs (CMOM). CMOM is a universal set of regulations with multiple purposes. The goal is to reduce the frequency and occurrence of SSOs, improve the operation of sewer collection systems and improve public notification when SSO events occur. Communities will be given guidelines to reduce health and environmental exposures attributed to SSOs. Through the CMOM program, USEPA is seeking to prevent SSO events, provide information concerning SSO events to local communities and extend the service life of all sewer collection systems. The proposed CMOM regulations are expected to be published in the Federal Register in the fall of 2002. How Does CMOM Affect You? Once CMOM is finalized,
each state will modify all existing NPDES permits to reflect the new regulations.
