Dvirka and Bartilucci Consulting Engineers (D&B) has extensive experience in the development and implementation of groundwater management and water resource plans. These plans, which have been prepared for both governmental and private entities, including municipal and private water suppliers, have involved development of comprehensive water resource management plans, water quality evaluations, groundwater modeling, contaminant source identification and surface water flow augmentation. Groundwater management plans prepared by D&B have included evaluation of water quantity and quality to determine the adequacy of the resource to supply required sustained yield, and suitability with regard to chemical and microbiological quality. An example plan prepared by D&B is the Comprehensive Water Resources Management Plan developed for Suffolk County, NY. This plan involved determination of the adequacy and suitability of the groundwater resource, both on a regional and subregional basis, to meet the projected water supply demands for a population of 1.5 million people over a 30-year planning period. In addition to addressing quantity, the plan evaluated the condition and suitability of existing water suppliers to provide projected pumpage, and quality to determine if treatment, interconnection between existing suppliers, large-scale transmission and development of new public water supplies would be required. Evaluation of water quality also involved determination of sources of contamination to determine the need for controls, including remediation to address existing sources and contaminated aquifer segments, and development of new regulations to preclude future contamination. In addition, effects of |
pumpage on reduced groundwater levels, stream flows and lake levels were evaluated as part of this study. To assist in the development of groundwater management plans, D&B has extensive groundwater modeling capabilities. These models are used to determine impacts of pumpage and recharge on groundwater levels and to identify sources of contamination and threats to water supply. These models have the capability to simulate groundwater flow and contaminant transport, both in two and three dimensions, and include DYNFLOW, DYNTRACK, MODFLOW and WinFlow. Groundwater quality evaluation and contaminant source identification studies have been prepared by D&B for a number of governmental entities and water suppliers, including Nassau and Suffolk Counties, Town of Hempstead and Massapequa Water District. These studies have resulted in the identification of contaminated sites for remediation under Federal and State Superfund programs, and allocation of Superfund monies to water suppliers for treatment of water supply wells impacted by hazardous waste sites. Surface water resource planning conducted by D&B has involved development of flow augmentation plans to provide supplemental water to environmentally sensitive streams and lakes adversely affected by reduction in groundwater levels resulting from development and installation of sewers. In addition to development of flow augmentation plans, D&B also has designed flow mitigation systems including pumping wells, check dams, and storm water detention ponds. |
