Dvirka and Bartilucci Consulting Engineers (D&B) landfill projects include municipal solid waste, hazardous waste, incinerator ash, coal ash, construction and demolition wastes, asbestos, sludge and bulky wastes. The firm has successfully completed assignments covering all aspects of siting, permitting, designing, constructing, operations monitoring, remediation and landfill closure. The identification of a landfill site has become the most difficult component of the landfill permitting process. D&B utilizes a multi-phased and systematic approach to the siting task. This involves a comprehensive evaluation procedure utilizing multiple screening criteria, comparative evaluation analyses, sensitivity analyses and ranking. This approach has been successfully applied in numerous projects. Due to D&B’s extensive involvement in hazardous and non-hazardous waste landfill siting, permitting and closure, the firm has substantial coordination and negotiation experience with regulatory agencies, leading to the issuance of permits for D&B’s projects. D&B has designed site hydrogeologic investigation plans for state and federal regulatory agency approval, directed all aspects of field investigations and prepared site hydrogeologic investigation reports. These services have included construction and observation of monitoring wells, investigation by geophysical techniques, soil sampling, geotechnical analyses and in situ permeability testing. |
The
firm has designed double-composite liner and leachate control systems. This
work has included evaluations of alternate liner designs, leachate treatment
systems, leachate treatability analyses, and remedial liner design review
for a variety of waste types.
D&B staff have completed numerous assignments related to the control and recovery of landfill gas, gas monitoring programs, ambient air quality and landfill gas analyses, passive and active methane gas collection and venting, gas flaring, methane recovery and power generation. D&B’s landfill closure services include site investigations, drilling, groundwater sampling, slope stability and settlement assessments, odor control, storm water management, odor abatement, cap design and wetlands restoration. The soundness of D&B’s landfill work has been demonstrated by our client’s success in prevailing when landfill projects have been opposed through legal action. These challenges rely upon efforts by opponents to discredit the site selection, hydrogeologic investigation, environmental impacts analyses and landfill design. D&B’s work has withstood such challenges on numerous occasions. The firm’s staff is experienced in participating in these processes as expert witnesses on behalf of our clients.
