Deregulation of the utility industry throughout the United States has created an increasingly competitive energy supply marketplace. As utilities address mergers, acquisitions and divestiture, environmental management and due diligence issues, among numerous others, are taking on greater importance in terms of ratepayer concern and shareholder return. Dvirka and Bartilucci Consulting Engineers (D&B) is assisting utilities as they face these environmental challenges of the new millennium.

One such area of increasing awareness and concern is the remediation of former manufactured gas plant (MGP) sites. Working closely with utilities, as well as federal, state and local regulatory agencies, D&B is providing technical assistance and engineering solutions with property redevelopment in mind. From preliminary site assessments and overall MGP program development through remedial action planning and site redevelopment strategies, D&B can help.

D&B has a thorough knowledge and understanding of the Brownfields program and the Risk-Based Corrective Action (RBCA) approach for investigation and remediation of contaminated sites. Staff have served as members of the Working Committee in the development of the New York State Voluntary Cleanup Program, on the New York State Business Council Remediation Subcommittee to develop Brownfields legislation in New York State, on the Mayor's Task Force to develop a Brownfields Program for New York City and on the Pocantico Roundtable for Consensus on Brownfields. Staff are also experienced in other states' programs to redevelop contaminated

properties, including the Massachusetts Contingency Plan and Brownfields Program, Connecticut Remediation Standards Regulations, Pennsylvania Act II and the New Jersey Brownfields Program.
