| Dvirka and Bartilucci Consulting Engineers (D&B) has extensive experience in providing environmental engineering services and technical assistance to the marine industry. D&B's experience includes environmental compliance aspects of both vessel maintenance, as well as vessel operations. With regard to the vessel maintenance aspect of the industry,
D&B has undertaken environmental inspections/audits of shipyard facilities
to determine multimedia environmental compliance with federal and state
environmental regulations. These inspections typically focus on the management
of waste oil, spent solvents, painting operations, as well as residuals
generated as a result of sandblast operations. With regard to the management
of sandblast operations, our experience includes the discussion of management
strategies with appropriate regulatory authorities, as well as the preparation
of work plans to address the extent of residual sandblast grit in upland
and littoral zone areas. The investigations typically lead to the preparation
of plans and specifications for remediation. Engineering oversight typically
includes the management of remedial marine contractors and the coordination
and scheduling of remedial construction with optimal tidal cycles.

D&B has provided engineering, technical and environmental assistance to a marine-based operation that provides permitted vessels and tenders to assist cruise ships and larger tanker vessels in managing bilge water, wastewater as well as tanker cleaning residuals. The operation provides either ship-side vacuum equipped vessels or licensed tanker trucks that off-load bilge water, used oil and oily water, and gray water and manages the material at its permitted oil recycling facility. D&B was instrumental in advancing the conceptual design, preparation of performance standards for the oil recovery/wastewater treatment system, the review and evaluation of recycling/treatment system performance data, equipment selection, and vendor procurement. In addition to design support and equipment selection, D&B was responsible for the preparation of the facility solid waste permit, as well as its State Pollution Discharge Elimination System (SPDES) Permit.
