The Civil Engineering Group of Dvirka and Bartilucci Consulting Engineers (D&B) consists of trained professional personnel who have extensive experience in the design of roads for Villages, Towns and Counties, as well as related work such as sidewalks, curbs, handicap ramps, driveway aprons and parking fields. The projects typically include horizontal and vertical alignment with full depth restoration of roadways, asphalt pavement overlays where practical, and reuse of curbs and gutters or replacement with new when necessary.

Engineering services for planimetric and topographic surveying provided by D&B include the field work to locate physical features, underground and overhead utilities and elevations necessary to develop the drawings and specifications for the improvements. Coordination with all utility companies within the project area is essential to allow for accurate markouts and relocation of utilities if necessary.

D&B provides drawings using CADD drafting techniques to accurately portray the existing conditions and the new work to be performed. Drawings typically show profiles and cross sections at 50-foot or less intervals to determine final grades for proper road drainage and to prevent ponding at intersections or along the roadway following a rain event.

Storm drainage improvements frequently are an integral part of the road improvements project and D&B personnel provides for either new drainage or modifications to existing drain inlets, manhole structures and piping. Other utilities also may require modifications and D&B provides services for design changes or relocation of existing sanitary sewers, water mains or street lighting.

Replacement, additions and maintenance of curbs, gutters, sidewalks and handicap ramps often are provided for by "requirements contracts" wherein the type of work and timing is selected on an as-needed basis. D&B has prepared these documents and administered these programs for numerous municipalities.

D&B will prepare the necessary documents for soliciting bids for construction, provide accurate construction cost estimates and assist the municipality during the bidding process. Trained personnel also will tabulate the bids received, investigate low bidder’s experience and qualifications and provide a recommendation on the award of the construction contract.

D&B will provide qualified full-time Resident Engineers during the Construction Phase, as well as Quality Control (QC) Inspectors who are intimately knowledgeable and thoroughly trained in all aspects of management and inspection of road projects.
