In today’s environmental arena, both municipal and industrial facilities are required to comply with spill prevention, control and reporting requirements mandated by federal, state and local environmental statutes. Very often, the requirements for such spill prevention planning have overlapping components, requiring a facility-wide, multimedia approach. In this instance, our spill prevention teams utilize an "integrated contingency plan" model to streamline document preparation while achieving compliance with multiple program requirements.

In either situation, be it the preparation of a single plan, or the development of a multimedia document, Dvirka and Bartilucci Consulting Engineers (D&B) has the experience to prepare and assist your business in implementing a program compliant with appropriate federal, state and/or local requirements.

Our spill prevention and control planning services are typically initiated with obtaining a complete overview of the facility. Once the process operations, product storage capacities and/or process-specific waste streams are thoroughly understood, our spill prevention team conducts an applicability determination to identify if a media-specific spill prevention planning document is required by statute or regulation. Typically, major federal/state environmental statutes are identified along with corresponding spill prevention planning documents. These typically include:

Once the applicability determinations are completed, a decision is made as to whether the Integrated Contingency Plan model is appropriate or a media-specific plan is better suited to meet regulatory requirements and operational needs.

In cases where there is no specific statutory or regulatory requirement to prepare a spill prevention and control plan, a Best Management Practice (BMP) Plan may be utilized. In the case of a BMP, our spill prevention team assists clients in improving housekeeping and operational procedures to develop a "common sense" approach to eliminating the potential for releases and future liabilities.
