Dvirka and Bartilucci Consulting Engineers (D&B) provides complete storm water management engineering services to both municipal and industrial clients. These services include field surveys and studies, design, permitting and construction phase services.

The firm has specialized expertise involving storm water regulations and permitting requirements with regard to the recent changes in the Clean Water Act requiring SPDES/NPDES coverage.

D&B staff has been actively involved in the development of the USEPA storm water program as former regulators and participants in the National Urban Runoff Program and as active program managers involved in the development of the existing storm water management program under the Clean Water Act Amendments. Senior staff has made numerous presentations to professional societies and municipalities at various environmental seminars and conferences, some of which were sponsored by D&B.

As part of its storm water experience, D&B also has direct and extensive experience with various permitting options including: individual, group or general permits. In addition, D&B’s senior staff have been retained by the New York State Attorney General’s Office and the New York State Thruway Authority to provide expert testimony in defense of the State on a multi-million dollar lawsuit involving a storm water discharge.

The firm also has decades of experience in the design and construction aspects of storm water and drainage facilities. This has included roadway improvements, stream flow augmentation, storm sewer and catch basin design, construction phase services and facilities operations.
