Dvirka and Bartilucci Consulting Engineers (D&B) has successfully assisted its clients in the start-up, management and expansion of numerous recycling programs serving over 5 million residents in total. D&B has promoted recycling as a key element in integrated solid waste management programs through its planning and design services, as well as through its staff’s participation in recycling organizations in New York, New Jersey, Connecticut and Pennsylvania, and appointments to various task forces to recommend statewide strategies for the expansion of recycling.

D&B's waste reduction program designs are tailored to commercial, municipal and residential settings. Waste reduction targets are established based upon audits of waste generation practices and composition. Waste reduction strategies include modifications of purchasing practices, and manufacturing processes, identification of reuse opportunities and employee incentive programs.

D&B’s recycling program designs incorporate several key elements as follows:

D&B has been an advocate of vigorous efforts to enhance and document the cost effectiveness of recycling programs, based upon our early recognition that poorly planned, inefficient systems would cause recycling to lose its public support. As a result, D&B has provided its clients with comprehensive technical and economic analyses showing the most efficient options for collection, transportation and marketing of recyclables, as well as opportunities for enhancing participation rates and capturing the solid waste management avoided costs made possible by comprehensive, large scale recycling programs.
