The primary purpose of the Emergency Planning and Community Right-to-Know Act (EPCRA) is to inform communities and their citizens of the potential exposure to toxic chemicals. Sections 311 and 312 require businesses to report the locations and quantities of toxic chemicals stored on-site to state and local governments on an annual basis (Tier I and Tier II forms). Section 313 requires specific manufacturing facilities to report annual releases of toxic chemicals to the environment (Form R).
