Dvirka and Bartilucci Consulting Engineers (D&B) has successfully assisted its clients in the start-up, management, and expansion of numerous recycling programs serving a total of more than 5 million residents. D&B has promoted recycling as a key element in integrated solid waste management programs through its planning and design services, as well as through its staff participation in recycling organizations in New York, New Jersey, Connecticut, and Pennsylvania, and appointments to various task forces to recommend statewide strategies for the expansion of recycling.

D&B’s waste reduction program designs are tailored to commercial, municipal, and residential settings. Waste reduction targets are established based upon audits of waste generation practices and composition. Waste reduction strategies include modifications of purchasing practices, manufacturing processes, identification of reuse opportunities, and employee incentive programs.

D&B’s recycling program designs incorporate several key elements as follows:

  • Identification by types, of the actual or estimated quantity of recyclables, that potentially could be recovered
  • An evaluation of current, municipal, commercial, industrial, and private efforts to recover recyclables
  • Identification of available and potential markets for recovered recyclables
  • Identification of alternative source separation/recyclables recovery programs considered and proposed
  • Recyclables recovery program implementation details
  • Public relations and public education efforts
  • Legal/institutional analysis of laws, rules and regulations
  • Future actions to enhance recycling rates

D&B has been an advocate of vigorous efforts to enhance and document the cost-effectiveness of recycling programs, based upon its early recognition that poorly planned and inefficient systems would cause recycling to lose its public support. As a result, D&B has provided its clients with comprehensive technical and economic analyses showing the most efficient options for collection, transportation, and marketing of recyclables, as well as opportunities for enhancing participation rates and capturing the solid waste management avoided costs made possible by comprehensive, large scale recycling programs.
